Matthias Ploeg is a partner at Technopolis Group, functioning as deputy director of Technopolis Amsterdam. He focuses on policy analysis, evaluation and strategy support, with a particular interest in the role of innovation and private sector development. He is an experienced researcher, economist and project manager for clients such as the AFDB, World Bank, DfID, MOFA NL etc. In the period 2015-2018 Matthias led the African representation of Technopolis in Abidjan.

Matthias has significant experience in the field of private sector development and international development. He recently reviewed the Dutch economic diplomacy and private sector development policies as part of the review of PSD Apps. He is also a regular advisor on SDGs to the Donor Committee on Enterprise Development, having recently published a leading report on opportunities in the field of sustainability development & green growth in developing countries through innovation. Before that, Matthias led a review of innovation systems for economic development as part of a large research project funded by DfID.

Matthias works regularly in the field of innovation and entrepreneurship (e.g. start-ups, incubator) in emerging countries. He is currently project manager of the newly launched Africa-Europe Innovation Partnership (DG RTD). He is the methodological lead for Technopolis’ monitoring & evaluation support to the Africa Centre of Excellence for the Association of African Universities (World Bank Funded). He is also currently lead external economist on the DFID Strategic Partnerships for Higher Education Innovation and Reform evaluation, which will follow a flagship programme on employability and entrepreneurship skill development through Africa (Sierra Leone, Kenya, Uganda, Ghana).

Matthias regularly leads the design and implementation of qualitative and quantitative research methods in impact assessment and evaluation. In his work, Matthias worked on projects for national public authorities throughout Europe (the Netherlands, Ireland, Belgium, France), and international organisations such as the European Commission, UNESCO, OECD, GIZ and the African Development Bank (IDEV). In Africa, Matthias has carried out projects in Ghana, Nigeria, Senegal, Côte d’Ivoire, Uganda, Kenya, Cameroon, Rwanda and South Africa. He has also carried out several projects focusing on the Caribbean, carrying out field work in Surinam.

He graduated with a M.Sc. in Economics (distinction) from Trinity College Dublin. He is currently finalizing his PhD (part-time) in behavioural economics on private sector development and innovation in emerging economies at Radboud University Nijmegen. On a personal title, Matthias is a board member of the recently founded Spark Business Support Centre at the Nangui Abroguoa University in Abidjan, one of the first on-campus incubators in Côte d’Ivoire. Matthias is fluent in both Dutch and English, and has a good command of French.
