Dr. Matthew Jones is a Principal Consultant with around eighteen years of professional experience. He has worked in academia and has over twelve years of consulting experience in energy and climate change policy and evaluation. Matthew has delivered programme evaluations, impact assessments, product/market studies and Monitoring & Evaluation frameworks for international, European and national public bodies. He has expertise in a broad range of qualitative and quantitative methods, including: literature reviews, in-depth  interviews, multi-country/stakeholder surveys and evaluations using both experimental and theory-based evaluation approaches. 
 
Matthew has contributed to the delivery of a number of important projects that have helped inform energy and climate change policy, with examples that include: a theory-based evaluation of the Electricity Demand Reduction Pilot (for UK Department for Business, Energy and Industrial Strategy, BEIS); a study that identified policy recommendations to support Member States in implementing the Energy Efficiency Directive (for DG Energy); a strategic Industrial Decarbonisation and Energy Efficiency Roadmaps to 2050 project (for BEIS); and an assessment of the implementation of the E-PRTR Regulation (for DG Environment). 
 
He has also contributed to a number of other key pieces of work, which include: a process and impact evaluation of the Horizon 2020 programme (for DG Energy); and a project which developed recommendations for policy and legislative alignment with the EU Energy Acquis (for World Bank and Turkish government). Matthew also supported the development of a Monitoring & Evaluation framework/system while on secondment for the UN Climate Technology Centre and Network (CTCN). And he helped DG DEVCO/EuropeAid identify and develop a regional climate change mitigation and adaptation programme in Russia and the Eastern Partnership countries. Before this, he worked as an auditor for a Designated Operational Entity under the UNFCCC Clean Development Mechanism (CDM) on a number of emission reduction projects in Africa. Matthew was recently selected to the BEIS UK Partnering for Accelerated Climate Transitions (PACT) expert roster and its capacity-building programme running through the UK government’s International Climate Finance portfolio.  

Prior to joining Technopolis Group, Matthew worked for DNV GL Energy and AEA Technology (now Ricardo) as a consultant and for the European Commission as an independent consultant, where he developed his knowledge and expertise in energy and climate change policy and evaluation techniques.  

 Matthew spent his early career in academia, where he became a Chartered Physicist and worked as a Research Fellow at the University of New South Wales (UNSW) and as a Post-Doc at the École des Mines de Saint-Étienne (EMSE). Matthew has a BSc (Hons) in Applied Physics from the University of Hull, an MSc in materials science from the University of Manchester and a PhD in physics/materials from the University of Manchester (UMIST).
