Carlos das Neves Martins has worked quite over 30 years in education, healthcare, international business and innovation and he is experienced in policy decision making, management and strategy at regional, national and international level.

He started his professional life in 1985 at the Algarve University, after which he has had a number of positions at the regional, national and international levels, namely as Regional Director and President of the Youth Institute, Portuguese Representative in the Committee of Experts on Youth at the European Union and Expert on Local Policies in the Council of Europe, President of the Algarve Health Authority and Coordinator of the External Relations Department at the University of Algarve, Member of Portuguese Parliament, Secretary of State for Health and Deputy Secretary of State to the Minister of Tourism.

After 8 years in national and international private sector he returned to public service and was Advisor to the Minister of Health, CEO in North Lisbon University Hospital, Chairman in Academic Medical Centre of Lisbon, Invited Professor in Postgraduate Health Management Class at the European University, Invited Associate Professor in Department of Biomedical Sciences and Medicine at the Algarve University, Invited Assistant Professor in Biomedical Engineering Integrated Master at the Engineering Faculty of Lusófona University, CEO in Oman International Hospital, Oman, Business International Consultant in CAE Healthcare, USA, Business Consultant for Europe in Conexa Saúde, Brazil, and Executive Consultant in Grupo Normetal, Spain.

Currently, he is Chairman of the Advisory Board of the Academic Center for Biomedical Research and Training at the Algarve University and Member of the Advisory Board at Portugal Agora, Strategy Senior Advisor at Glamhealth and Country Manager for Portugal at Grupo Normetal, Spain.

Carlos completed higher education in International Relations, Specialised in Economic and Political Affairs, at the University of Minho. He is a native Portuguese speaker, fluent in English and Spanish and has advanced knowledge of French.
