Elsa has recently joined Technopolis Group Colombia, as a consultant, especially for the green economy thematic unit. She has a degree in International Relations from the University of Guadalajara in Mexico and a master’s degree in Environment, Development and Policy from the University of Sussex in the United Kingdom. She also has studies related to European politics and identity from Université Lumière Lyon II in France and she was a participant in the School of Climate Change at the University of Oxford in 2020.

Elsa has developed professionally in the area of international cooperation for development in the environment and climate change sectors. She has solid experience in the implementation of projects for the development and strengthening of environmental and educational legislation and policy carried out by civil society organizations in financial collaboration with international donors, and has collaborated in several multi-stakeholder participatory processes for decision-making and capacity building.

Within the framework of these activities, she has coordinated various dialogue spaces such as workshops, seminars and forums that have served to promote the exchange of experiences and capacity building that contribute to enhancing multisectoral cooperation and the participation of key social groups such as indigenous communities, women and youth on pressing issues such as climate change, sustainable forestry development, and climate education.

Likewise, Elsa has collaborated with diverse United Nations agencies such as the United Nations Development Program (UNDP) and the United Nations Environment Program (UNEP) in multilateral projects that seek to strengthen and implement climate policy in developing countries and promote climate action in the Latin American region.

Her academic and research interests focus on mitigation and adaptation to climate change with a bottom-up approach, as well as the community and popular alternatives to the extractive system, and those related to energy and just transitions towards a low carbon economy in Latin America. Elsa is a native Spanish speaker, is fluent in English and has advanced knowledge of French.

Currently, at Technopolis Colombia, Elsa provides cross-cutting support in designing and carrying out evaluations of policies/programs/instruments and sectoral and technical studies.
