Philipp Ulbrich is Associate Consultant at Technopolis Group’s Vienna Office. Philipp has a strong background and extensive experience in evaluating fitness for purpose of sustainability, resilience and risk reduction frameworks at the global, national, and subnational / city and community-neighbourhood levels. With a global career trajectory of over 15 years in the public and private sectors and applied public policy research, Philipp has acquired a deep understanding of their unique organisational and institutional drivers and challenges. This cross-sectoral and cross-scalar experience underpins his approach to evaluation in each sector.

Methodologically, Philipp’s experience covers both qualitative and quantitative approaches, including stakeholder interviews, citizen engagement, and policy and research impact assessments and planning, such as the Theory of Change. Thematically, he focuses on just transition, economic development and urban planning, risk and vulnerability in marginalised communities, as well as social determinants of health. Philipp’s expertise also includes the assessment of the potential of new data sources for evidence-based policymaking. Geographically, Philipp’s projects and experience cover the EU, Latin America – especially Colombia, Brazil, and Mexico – the UK, Canada, and Saudi Arabia.

Philipp’s PhD thesis at the University of Warwick (UK) ethnographically and systematically assessed the Sustainable Development Goals (SDGs) indicators. Within this multi-level governance framework, he focused on the indicators’ fitness-for use for policy evaluation and decision-making at the global (UN) to the national, city, and neighbourhood levels. His Master’s dissertation at the London School of Economics and Political Science focused on the regional socio-economic transition from heavy-industry dependency to green growth in France and Spain. Philipp studied Management Science (Business Administration) at Warwick Business School for his undergraduate degree. Philipp is a native German speaker and is fluent in English and Spanish. He also speaks French and understands and reads Portuguese.
