Anete Vingre has experience in working in science and innovation policy, both as policy maker and academic researcher. Her research interests include science and innovation policy and social innovation. She holds a PhD in Political Science from University of Latvia and is experienced in performing evaluation of public policy and has published her work in peer-reviewed journals (for example, Science and Public Policy). Her PhD thesis evaluated innovation policy mix in six Baltic Sea Region countries and her master thesis was evaluation of Latvian SMEs participation in Sixt Framework Program. She has received international research experience in evaluation projects in cooperation with Georgia Institute of Technology, USA and Oslo University College, Norway. She also has teaching experience in public administration courses at bachelor level at University of Latvia.
Anete is familiar with science, innovation and SME policies in Latvia from her work experience as project manager at the Investment and Development Agency of Latvia and as acting deputy head of Entrepreneurship and Innovation Support Unit at the Ministry of Finance of Latvia. At Technopolis Group Baltic Office Anete recently has finished an evaluation project for innovation funding agency Business Finland. The study assessed three Business Finland programmes (Witty city, Smart procurement, Built environment) focusing on co-creation and innovation procurement. Anete was project manager of this evaluation. Her working languages are Latvian and English.
