Dr Anete Vingre has experience as project manager and author of range of evaluations and policy studies. She specialises mainly in studies and impact evaluations in science and innovation policy, performance of research institutions as well as regional development, especially Cohesion policy. She has some further expertise in social innovation and collaborative economy.
Recently Anete has completed several evaluations covering entrepreneurship and innovation policy, for example, evaluation of Business Finland programmes advancing innovation procurement and innovation co-creation and study on collaborative economy for the Irish Department of Business, Enterprise and Innovation.
Currently Anete is managing the international Research Assessment Exercise in Latvia, which aims to assess the performance of all research institutions operating in the country. She is also managing another evaluation for Business Finland covering bio/cleantech programmes and contributes to the evaluation of Business Finland as Finnish innovation agency for the Ministry of Economic Affairs and Employment of Finland.
Anete is well skilled in qualitative data analysis methods such as case studies, document analysis, in-depth interviews, group interviews, benchmark studies and other. She has some experience in applying some quantitative approaches, especially, surveys.
Anete holds a PhD in Political science from University of Latvia. Her thesis was about multi-level governance of innovation policy in the Baltic Sea Region. The results of the study were published in Science and Public Policy journal. During her doctoral studies she has visited Oslo University College, Norway and in 2015 she spent a post-doctoral period performing research at the Georgia Institute of Technology in Atlanta, USA.
