Judith Vermeer MSc. is a principal consultant based in the Amsterdam office of Technopolis Group (previously based in the Brussels office). She is specialised in designing and implementing evaluations of policies, programmes, and public agencies, in particular in the areas of research and development, innovation and science policy. Judith has managed and contributed to a large number of evaluation assignments for various Directorate Generals of the European Commission as well as for national and regional public bodies.  

Judith has extensive experience in reconstructing theories of change and logical framework analyses, designing and testing qualitative and quantitative data collection and analysis methods, developing sampling strategies, and collecting and analysing large amounts of data and information. In her role as ‘people manager’, Judith is also responsible for the personal en professional development of part of the team and takes part in the Management Team of the Amsterdam office. 

Judith currently manages the ‘Evaluation of the Belmont Forum’, which is an international partnership that mobilises funding of environmental change research. She was recently involved in the ‘Evaluation of the Common Support Centre’, supporting the design and implementation of Horizon 2020 (for DG RTD of the European Commission). Judith also recently managed the ‘Evaluation of the national co-funding of EFRO projects in the Netherlands’ for the Dutch Ministry of Economic Affairs.  

Prior to joining Technopolis Group, Judith worked for Coffey International Development in London. During this time, she mainly carried out evaluations for various Directorate-Generals of the European Commission (incl. DG RTD, DG EAC, DG REGIO, DG SANTE, and DG TAXUD). Judith has a MSc in Public Policy and Human Development from the Maastricht Graduate School of Governance (graduated cum laude) and a BA in European Studies from Maastricht University.
