Juan Pablo holds a master’s degree in Government and Public Policy, and a bachelor’s degree in government and International Relations from the Universidad Externado de Colombia. His research skills include content analysis, interviewing, social network analysis, focus group facilitation, among others. He is fluent in both Spanish and English and has a background in French.

He is a researcher and analyst of science, technology and innovation (STI) policy, interested in the role of knowledge to solve major challenges in society. His areas of interest include cross-cutting issues in STI governance such as transitions to sustainability, inclusive innovation, socio-technical futures, territorial development, among others. He is a professor and researcher at the Universidad Externado de Colombia, where he teaches on methods of public policy analysis; science, technology and development; social network analysis and digital tools for research; and political institutions.

Some of his recent research addresses the performance of regional innovation systems in Colombia; regional funding of science and technology; the configuration of innovation policy networks; the role of politics in public policy for transformative innovation; the implementation of bioeconomy projects at the regional level; the governance of knowledge and innovation in the peace building process; the characteristics of inclusive innovation in Colombia; the perspectives of the concept of science diplomacy, among others.

As an associate consultant for Technopolis Group Colombia he has participated in the impact evaluation of the Science, Technology and Innovation Fund (FCTI) of the General System of Royalties (SGR) in Colombia and the characterization of science and technology capabilities in the regions of the country; the evaluation of the operations of the Innovation Laboratory of the Inter-American Development Bank (IDB Lab); the design of the science, technology and innovation health policy for Bogota (Colombia); and the study for the diagnosis of Colombia’s capabilities in research infrastructures.
