Olga Mikheeva is a Senior Consultant specialising in science, technology and innovation (STI) policies, financing of innovation and governance of innovation. Over the years Olga has built an expertise in STI policy studies and financing of innovation with a particular interest in specialised financial institutions, development banks. She has authored a number of publications that are currently being published in international peer-reviewed journals such as Journal of Post-Keynesian Economics and Journal of Baltic Studies. Methods-wise, Olga has a strong background in qualitative methods, especially in comparative in-depth case studies, and has a deep interest in historical inquiry. 

Prior to joining Technopolis Group, Olga worked in academia and her research focused on innovation policies, governance of innovation and financial bureaucracies. She acted as the coordinator of international project ‘Understanding Policy Change: Financial and Fiscal Bureaucracy in the Baltic Sea Region’ (2014-2017) funded by EEA / Norway Grants, and as the main participant in project ‘Innovation and the State: How Should Government Finance and Implement Innovation Policy?’ (2014-2015) funded by the Institute for New Economic Thinking. During her work in academia, Olga held a number of temporary affiliations: in Centre d’Économie de l’Univerisité Paris-Nord, Université Sorbonne Paris Cité (France); EU Centre in Singapore (Singapore); University of Malaya (Malaysia). Currently she is a research associate at the Institute for Innovation and Public Purpose, University College London (UK).

Olga has an interdisciplinary educational background and is currently completing PhD degree in Public Administration and Technology Governance (Ragnar Nurkse School of Innovation and Governance, Tallinn University of Technology); has a Master’s degree in Technology Governance (Tallinn University of Technology) with a module in Public Policy (National University of Singapore) and Bachelor’s degree in Business Administration (Tallinn University of Technology). She is fluent in Russian, English, Estonian, is currently working on her French and has a basic command of Norwegian.
