Ann Livingston joined the Paris Office of Technopolis Group as Senior Consultant. With broad international experience and expertise across the humanitarian-development nexus in the Sahel region, Ann brings over 10+ years of experience in operational management, strategic advising, project management, technical research, and evaluation. Ann’s areas of expertise include cross-cutting issues related to civil registration and legal identity in fragile settings, human rights, statelessness, migration, and the strengthening of national legal frameworks.
Prior to joining Technopolis Group, Ann worked for various international organizations and multilateral agencies such as UNICEF, the World Bank, the International Development Research Centre, and Open Data Watch, in operational roles as well as research and strategy advising. Most recently, Ann participated as an Evaluator to UNICEF’s global independent evaluation of its work in strengthening civil registration and vital statistics, led by UNICEF Evaluation Office at Headquarters. She conducted in-depth case studies of UNICEF birth registration activities in Mali, Guinea, Morocco, and Indonesia, elaborated the analytical framework, contributed to the contribution analysis, and provided strategic recommendations for the evaluation.
Additionally, Ann contributed to promote the rights of vulnerable populations and supported national efforts to develop, strengthen, and scale up sustainable national civil registration systems through technical and legal input. She participated in various research initiatives and contributed to publications from UNICEF, UNHCR, the International Development Research Centre (IDRC), London School of Economics’ Middle East Centre, Open Data Watch, and ID4AFRICA. More specifically, her research work focused on the impacts of emergencies such as a Covid-19, natural disasters, or conflicts on birth and death registration systems and the governments’ response to strengthening their national systems; and the effects of being deprived from the right to an identity.
Ann has extensive experience in operational and project management. For over three years, she led, as Chief Operating Officer, the French expansion of a US consulting firm specialized in startups. Earlier in her career, she worked as a legal project manager for a translation company specialized in international litigation matters.
Ann is Franco-American and holds a master’s degree in International Economic Law from Sciences Po Paris, and a B.A. in Political Science from the University of Vermont. She holds UNODC certifications in anti-corruption and organized crime. She is bilingual in French and English and has professional knowledge of Spanish.
