Maarten Koopmans

Maarten Koopmans, MA, is a consultant at Technopolis Group, based in Amsterdam. He focuses on policy and programme evaluations in emerging markets related to the thematic areas of science policy, higher education, private sector development, SRHR and intellectual property and standards. He has gained experience with a range of methods such as network analysis, interviews, surveys, case studies and desk research.

In the past years, Maarten has evaluated the Middle East North Africa scholarship programme and the Private Sector Development Apps programme for the Dutch Ministry of Foreign Affairs and performed a study for them on barriers to SRHR and an evaluation of the NWO-WOTRO SRHR research programme. He also participated in a RCT study on social and financial education in Cameroon for Aflatoun International. Within the EU context, he worked DG RTD on projects promoting EU-Africa cooperation in research (EU-AU High Level Policy Dialogue) and innovation (implementation of the Africa-Europe Innovation Partnership), as well as implementing an SDG localizing tool for ESPON. Regarding science policy, Maarten is supporting the secretary to the evaluation committee of NWO (the Dutch Research Council) and worked on the evaluation of the World Bank funded Fostering Innovation through Research, Science and Technology (FIRST) project). 

Prior to joining Technopolis Group, Maarten did traineeships in various intergovernmental organisations. He worked at the Permanent Representation of the Netherlands to the United Nations and the World Trade Organization. He has also worked at the Union for the Mediterranean, supporting management of regional labour market projects for women and youth. Following, he worked at DG NEAR, the European Commission, where he worked on inter-institutional relations regarding the European Parliament and donor organisations and communications on neighbourhood policy towards the Western Balkans and Turkey.

Maarten has a Bachelor’s and a Master’s degree in European Studies from the University of Amsterdam. He is fluent in Dutch and English and has advanced knowledge of French.
