Dr. Gerwin Evers is as senior consultant of the Amsterdam office of Technopolis Group specialised in evaluations and studies at the intersection of science and innovation policy. In this context he has developed and applied a wide range of quantitative and qualitative methods consisting of both traditional methodologies—such as case studies, surveys and econometrics—and big data collection and analysis methods such as bibliometrics, network analyses, webscraping and natural language processing.

Over the past few years Gerwin has worked in various roles on a broad range of projects at both the national and international level. At the international level Gerwin has been working primarily at the European level and in the emerging markets. At the European level he evaluated the impact of the Horizon-funded COST association and was for DG RTD involved in various strategic studies about research careers and the reconceptualization of the European Research Area. In the emerging countries context Gerwin developed and collected for the UN Technology Bank science, technology and innovation indicators using open data sources, and used bibliometrics and social network analysis to map the development of local research capacity for both the World Bank and the AfricaLics network.

At the national level Gerwin has worked primarily for clients in the Netherlands, Flanders and Finland. For the Dutch Ministry of Education, Culture and Science he evaluated the expansion of the promotion right and conducted a study at the impact of pregnancy on academic careers. He has also a broad experience with respect to funding instruments based on his work for the evaluation of the Academy of Finland and evaluations of specific instruments of the Dutch Research Council. In addition, he has been involved in the (ex ante) impact assessment of various research institutes and infrastructures including the Dutch applied research organisations, Flanders BioImaging, AnaEE Flanders and the Einstein Telescope. Gerwin also has a strong knowledge of the green economy which becomes visible in the climate reviews of ERDF operational programmes conducted on behalf of DG Clima, the mapping of the research activity in the Flemish bio-economy for Department EWI and the evaluation of pilot instruments in the green domain on behalf of the Taskforce for Applied Research SIA.

Prior to joining Technopolis Group, Gerwin worked as a Marie Curie PhD Fellow at Aalborg University and researched how universities, through their teaching activities and research collaborations (and the interaction between these two channels), can foster regional industrial development. Before his PhD Gerwin worked as a junior researcher at the Copernicus Institute of Utrecht University on the innovation system around rare diseases. Gerwin holds both a bachelor in Science and Innovation Management and a master in Innovation Sciences from Utrecht University. Gerwin is a native Dutch speaker and is fluent in English, Python and R.
