Jacek is an economist with 19 years of experience in the fields of regional, research and innovation policy. He has substantial experience with the assessment of the Research and Innovation Smart Specialisation Strategies (RIS3), the European Structural Investment Funds, managing inter-regional policy learning platforms, and all parts of innovation policy studies.
During the period 2017-2019, he managed the Digital Cities Challenge (DCC) initiative which was a tailored programme of coaching and facilitation to help European cities in the process of digital transformation. In the past, he coordinated the Regional Innovation Monitor initiative (2010-2016) which provided a unique platform for sharing knowledge and know-how on major innovation and industrial policy trends in some 200 EU regions. He also often acts as the country correspondent for Poland in the framework of studies on the Polish Research and Innovation system.
Jacek joined the Belgium office of Technopolis in September 2004, as a principal consultant responsible for carrying out innovation policy studies. Prior to joining the company, he worked from May 2001 to August 2004 for an international consultancy (ADE S.A., Belgium), where he was involved in various projects covering various areas of innovation, research and development in the SME sector. Earlier in his career, Jacek worked at the European Commission (2000-2001) in the Directorate-General for Enterprise, Unit Innovation Policy, where he supervised a number of major studies on innovation.
He holds an economic degree from the Business and Administration School (Warsaw), as well as European studies degrees from College of Europe (Natolin) and Central European University (Budapest). He is fluent in three languages (Polish, English, and French), and speaks Portuguese.
