Helene Rask Grøn is a senior development economist with +30 years’ experience in international development aid including development finance in support of climate actions, mitigation, energy solutions combined with in-depth understanding of local job creation options and adapted innovation in favour of sustainable growth solutions. The experience includes +20 years in-country experience from Southern Africa.

Helene has global experience with sustainable development and energy policy development and implementation, linked for example with poverty reduction, barriers for development, skills development, local job creation within areas of rural electrification, renewable energy, energy efficiency, climate mitigation and adaptation. 

Examples of policy work includes but not limited to drafting of South Africa’s first energy efficiency strategy, update of Eswatini’s national Energy Policy, and development of a provincial sustainability strategy for the Western Cape Province.

Capacity building and skills development are other areas of specialisation including public sector capacity actions and technical skills development in support of the green energy transformation, especially for engineers, builders, plumbers and electricians.

Development finance, green finance, international and national finance support are areas of core expertise and examples include work with the Environmental Energy Finance program for Africa, design of support structures for the AfDB and bilateral agencies.

Helene has extensive experience in strategy development work, national policy developments, programme appraisals, implementation actions, programme management, monitoring, review and completion evaluations. 

As team leader and team member on assignments for the AfDB, EU, UN, Afd, Danida, DFID, GIZ, SECO and many others Helene demonstrates excellent team-work skills and has the ability to manage teams and tasks and achieve lasting results also in new and complex sectors.
