Carlos Hinojosa joined Technopolis Group in 2010 and is currently a partner and the Deputy Director of the French branch of the Company. He is an experienced policy analyst, evaluator and project manager, with specific experience in the fields of science, technology and innovation; regional policy; green growth; and international development. He has conducted assignments at local, national and international level for organisations such as the European Commission, the Inter-American Development Bank and UNESCO. In addition to his expertise on European policies, he has extensive experience working in Latin America and the Caribbean. His skillset covers both quantitative and qualitative analysis tools and methodologies (incl. descriptive statistics, survey design, case studies, social network analysis), evaluation methodologies (i.e. theory-based evaluations), policy design and recommendations, policy cycle analysis, and project management.  

Some of his recent assignments include the Evaluation of investments in Research and Technological Development (RTD) infrastructures and activities supported by the European Regional Development Funds (ERDF) in the period 2007-2013 (DG REGIO), the Intelligent Cities Challenge (DG GROW), and the mid-term evaluation of the Compete Caribbean Partnership Facility (IADB).  

Between 2013 and 2014, Carlos worked as a consultant for the World Bank’s Innovation, Technology and Entrepreneurship practice. During this time, he managed the Innovation Policy Platform, and contributed to the development of a STI policy public expenditure review framework. Prior to joining Technopolis, Carlos worked for the OECD’s LEED programme studying the impacts of climate change on employment. Carlos is fully fluent in Spanish, English and French.
