Patrick Eparvier has been a senior consultant with Technopolis Group since January 2006. He holds a PhD in growth and innovation economics from the University Lyon 2 awarded in 2002. Patrick has been working on research and innovation policies for 20 years.
At Technopolis, Patrick regularly works on the evaluation of public policies
related to research and innovation:
- Evaluation: evaluation of 5 Technology Transfer Acceleration Companies, evaluation of the actions in favour of the automotive sector and of logistics in Haute-Normandie, evaluation of the scheme “economic regeneration” to support SMEs in the region Ile-de-France, evaluation of the Walloon competitiveness clusters, mid-term evaluation of the Covenant of Mayor, evaluation of an EU initiative on “Stimulating innovation for European enterprises through smart use of ICT”, evaluation of the French competitiveness clusters’ policy, the evaluation of the policy of promotion of industrial property of the French Patent Office, the mid-term evaluation of the FP7 Transport thematic, evaluation of the French annual contest “creation of innovative technology companies”, ex post evaluation of the SE-COM programme of the National Research Fund of Luxembourg, ex ante evaluation of the EC IDABC follow-on programme, evaluation of the French inter-ministerial research and innovation programme in transportation (PREDIT 3).
- Impact assessment: Mid-term evaluation on the impact of EU funded research and demonstration projects under FP6 and FP7, impact assessment of the Marie Curie Actions on the French system of research and innovation, impact assessment of the London agreement on the demand of European patents by the French enterprises, impact assessment of the FP5 in the field of ICT for Transport, impact assessment of the French Research Tax Credit. At Technopolis, Patrick is also extensively involved in policy advice activities.
In 2013, he carried out a feasibility study for the set-up of a network of eco-entreprises in Guadeloupe. In 2012, he participated in the design of an innovation policy for the community of municipalities of St Nazaire. In 2011, for the French Ministry of Research, he co-directed a strategic study for investigating the synergies between the national research programmes and the FP. For DG Environment, he made a study on environmental technologies for agriculture to identify the potential of an Environmental Technology Verification scheme. He has worked on the design of policy measures in favour of innovation for the National Agency for Innovation in Luxembourg. He was involved in the impact assessment of the State Aid RDI Framework on the external competitiveness of the EU for the French Ministry of Industry.
Patrick regularly carries out studies into research and innovation policies.
He has been involved in a project with nine European regions to develop a methodology aimed at identifying ways to increase the linkages between EC research and innovation policy with regional policies (AMCER, ESPON). He is frequently in charge of the analysis of the development of innovation and research policy in France and in French regions (Corsica, Lorraine, Rhône-Alpes, Picardie, Nord-Pas de Calais, Midi-Pyrénées, Haute-Normandie).
Before joining Technopolis Patrick worked as an economist for the Institute for Prospective Technological Studies (IPTS – EC) in 2004/5. From 2000 to 2004, he worked for the OECD’s Directorate of Science, Technology and Industry. In 1999, for the DAFSA Group in Paris, he worked as an industrial and sectoral analyst. From 1997 to 1999, he was a researcher in economics of technical change for a joint research lab of CNRS and University Lyon 2.
