Dr Billy Bryan is a senior consultant at Technopolis Group having joined in 2017. He has experience in science, technology and innovation policy, green energy, and international development. Billy is currently managing a theory-based, multi-stage evaluation of Innovate UK’s Newton Fund programme, having previously managed the development of the evaluation framework. He is playing key roles in studies for BEIS and UKRI on their response to the COVID-19 pandemic. He has also co-led three studies to develop frameworks for BEIS energy programmes.

He managed the foundation evaluation of the Global Challenges Research Fund (GCRF) for BEIS, which is a £1.5 bn fund for international development research. He has first hand country experience in Kenya and Uganda from his work on the SPHEIR evaluation for the FCDO and for Norad’s higher education mapping. He has further R&I system knowledge of Malawi, Tanzania, Kenya, Uganda, Nigeria, Sierra Leone, Ghana, South Sudan, Rwanda, and Brazil.

Billy completed his PhD in Medical Education at Sheffield Medical School and obtained his undergraduate degree in Exercise Science from Sheffield Hallam University. He has a higher education teaching qualification and is a Fellow of the Higher Education Academy (FHEA). Since 2015, he has been researching the ‘value of the PhD in the modern knowledge economy’, publishing academic and media articles on the issue. He is a trustee at the University of Sussex Students’ Union, a former vice-chair of school governors, and sits on the external advisory board of the Cardiovascular Research Trust (CVRT).
