Edwin is an associate consultant at Technopolis Bogotá with more than 12 years of experience in the design, implementation and evaluation of public policies and projects in competitiveness, productivity, regional development and science, technology and innovation -STI-. He has worked both as a public servant in the National Planning Department (Colombia) and as a consultant for institutions such as the World Bank, Korea Development Institute -KDI-, University of Reading (UK), Confederation of Chambers of Commerce (Colombia), Corporación Ruta N Medellín (Colombia), among others.

Some of his professional milestones in Colombia are i] the formulation of the National Science, Technology and Innovation Policy 2022-2031 with an investment of USD 7.7 billion, ii] the development of the Colombian Regional Innovation Index -IDIC-, recognized as a best practice by the World Intellectual Property Organization -WIPO-, iii] the preparation of the first analysis of public spending on STI and the coordination of more than 70 programs to promote productive development, iv] the technical assistance to local governments in the formulation of competitiveness and innovation projects for USD 700 million, iv] the entry of Colombia to the Scientific and Technological Policy Committee of the OECD and the implementation of technical cooperation with multilateral entities, among others.

Edwin is an economist from the National University of Colombia, with a master’s degree in Economics from the University of the Andes (Colombia) and another in Scientific and Technological Policy from the University of Sussex (UK). He has been supported through the UK’s Chevening program and the Japanese -JICA-, Korean -KOICA- and Israeli -MASHAV- cooperation agencies on issues related to innovation policy, business development and intellectual property. Edwin is a native Spanish speaker and proficient in English.
