Evaluation of the support mechanisms to maturation and incubation of innovation projects aimed at the creation of new companies
The project dealt with the evaluation of the Ile de France regional scheme for innovative projects development. The Ile de France Region gathers more than a half of French RDI efforts (public and private spending, researchers, patents…). However recent studies showed that the regional “innovation machine” is not producing enough results. Business creation is one of the Region’s weak spots which is why the Regional Council decided to drastically (x 2,5) increase its funding to regional innovation incubators. At date of report, the Regional Council supports 18 incubation structures. The evaluation dealt with the 18 incubators over the period 2011-2013. The evaluation’s objectives were i) to give an overview of the incubators activities and ii) to judge on the efficacity of the overall scheme.
