Juan Pablo is an Associate Consultant at Technopolis Group, with more than 6 years of experience in Science, Technology and Innovation (STI) policy analysis and evaluation, Regional Development, and Higher Education. He is well versed in a number of methods including social network analysis, scientometric analysis, in-depth literature review, contribution analysis, content analysis, focus groups, interviews, surveys, case studies, and desk research.

Since joining Technopolis, Juan Pablo he has participated in several impact and process evaluations, as well as in-depth studies in the United Kingdom, Latin America and the Caribbean. Recently in the UK he participated in the process evaluation of the Infrastructure Roadmap Programme of UKRI, the synthesis of evaluations of Innovate UK’s portfolio, the analysis of R&I evaluation methods for DSIT, and the analysis of the socio-economic impact of EPSRC’s Mathematical Research funding. In LATAM, he has taken part in the evaluation of operations of the Innovation Laboratory of the Inter-American Development Bank (IDB Lab), the second contribution cycle of the CARICOM Development Fund (CDF), and the capacity analysis of Latin American innovation funding agencies to enhance regional collaboration for the Research and Innovation Agency of Uruguay (ANII). Some of his experience in Colombia, includes the impact evaluation of the STI Fund for the National Planning Department (DNP), the design of the STI policy in health for the city of Bogotá, and the analysis of the country’s research infrastructure landscape and the design of a governance model for their shared operation, for the Ministry of Science, Technology and Innovation (Minciencias).

He has an active research agenda in the field of Science & Technology Studies and Policy Analysis. Juan Pablo is currently doing his PhD at the Public Governance Institute of KU Leuven (Belgium), analysing the structural and collaborative conditions that enable the coproduction of public innovations. Prior to Technopolis, he worked at Externado University in Colombia, where he conducted research, lectured bachelor and master courses, and supported research management and evaluation, curriculum design, and the implementation of higher education outreach strategies.

Juan Pablo holds a master’s degree in Government and Public Policy, and a bachelor degree in Government and International Relations from the Externado de Colombia University. He is a native Spanish speaker, fluent in English and has basic knowledge of French.
