Judith Vermeer is a senior consultant based in the Amsterdam office of Technopolis Group. She is specialised in designing and implementing studies and evaluations of policies, programmes and public agencies in particular in the areas of research and development, innovation, and science policy. Judith has managed and contributed to a large number of evaluation assignments for a number of Directorate Generals of the European Commission as well as national public bodies.
Judith was recently involved in the ‘Evaluation of the Common Support Centre’, supporting the design and implementation of Horizon 2020, for DG RTD of the European Commission. She managed the ‘Evaluation of the national co-funding of EFRO projects the Netherlands’ for the Dutch Ministry of Economic Affairs. Judith was also involved in the evaluation of the ten Federal Scientific Institutes of the Belgian Science Policy Office (BELSPO). In 2016, she was involved as an external expert and rapporteur in the interim evaluation of the LEIT-NMBP programme for the European Commission (DG RTD).
Judith has extensive experience in designing and testing qualitative and quantitative data collection tools, developing sampling strategies and collecting and analysing large amounts of data and information. Judith has successfully applied a range of evaluation tools and methods, including in-depth interview programmes, online surveys, extensive literature reviews, statistical analyses, case studies and benchmarking studies.
Prior to joining Technopolis Group, Judith worked for Coffey International Development in London. During this time, she carried out evaluations for various Directorates General of the European Commission. Before that, she conducted research on the role of policy evaluations in the Dutch context at the Scientific Council for Government Policy. Judith has a MSc in Public Policy and Human Development from the Maastricht Graduate School of Governance and a BA in European Studies from Maastricht University.
