Jeroen is a Senior Consultant in Emerging Markets and Latin America at Technopolis Group Amsterdam. He has over twelve years of experience in programme management, project monitoring and evaluation in the field of post-secondary education, international cooperation and institutional capacity building. The interaction between policy development and the practice of project implementation within the knowledge economy has his special interest.
Prior to joining Technopolis Group, Jeroen worked as a senior programme coordinator for the capacity development department at Nuffic (2010-2013), the Netherlands Organisation for International Cooperation in Higher Education. In this position, he was responsible for the identification and implementation of capacity building and training programmes in post-secondary education in Colombia, Zambia and Kenya within the framework of the NICHE programme (client: Dutch Ministry of Foreign Affairs). He contributed to high level negotiations with national authorities and officials, the Royal Netherlands Embassy and other international donors, to identify new areas of collaboration based on the bi-lateral cooperation agenda, tendering and contracting, and the supervision of project implementation.
Subsequently, he worked for 4 years as a self-employed advisor and project leader for different (inter)national organisations; e.g. Dutch Ministry of Economic Affairs, University of Amsterdam, VLIR-UOS, Finnish Agency for Internationalisation of Education, Maastricht School of Management. He executed feasibility studies on bi-lateral collaboration between Dutch and Flemish higher education institutes and developing countries in Africa and Latin America. He collaborated in proposal writing for international research projects and has organised seminars and conferences. In this way he was able to contribute to institutional strengthening, the articulation and implementation of government policy and the promotion of international academic cooperation in Europe as well as in different countries in Africa and Latin America.
Before starting his career in the Netherlands, Jeroen lived for 6 years in Peru where he worked as a communication advisor and university teacher for several research institutions.
Jeroen has expertise in a wide range of qualitative evaluation methods, such as stakeholder interviews, focusgroups, peer reviews, and has a sound interest in quantitative research methodologies. He holds a MA in Cultural Studies from VU University Amsterdam and a BSc Communication from ITV Hogeschool Utrecht. He is fluent in Dutch (mother tongue), English and Spanish.
