Dr. Andreas Ligtvoet is a Principal Consultant with expertise in the green and blue economy, particularly evaluations of sustainable energy systems and (industrial) cooperation policy. He is based in Technopolis Group’s Amsterdam office and currently works as project manager for the Blue Bioeconomy Forum of DG Maritime Affairs and as framework manager on an energy research framework for DG Research & Innovation. He has led large, multi-partner assignments and likes to employ a range of qualitative and quantitative methods, such as serious games and simulation models. Andreas is also board member of the World Futures Studies Federation, a network of researchers promoting foresight and foresight methodology.
Prior to joining Technopolis Group, Andreas worked for the Delft University of Technology and RAND Europe in Leiden. At Delft, his major research (leading to his Ph.D.) focused on different methodological approaches for analysing cooperation, specifically in energy and industry networks. He supported several physical infrastructure providers with evaluations of their asset management systems. He also led a stakeholder dialogue project on the future of the Dutch energy system. At RAND, he contributed to and led a range of projects in the fields of science and technology, education, ICT and health. Main clients were the European Commission, and national governments of the Netherlands, Germany, and the UK.
Andreas obtained his M.Sc. degree in Science & Policy from Utrecht University, the Netherlands, focusing on technology transfer of energy efficient technologies. He is fluent in Dutch and English, with advanced knowledge of German, Spanish, and French.
