Diogo Machado has been working in science and innovation policy research since 2014, providing evidence-based analysis for decision makers in public and private sectors. He has experience applying econometrics and data science methods in science and innovation research, exploring academic publications, patents and firm level data. In addition to conducting quantitative research he has written for general and policy audiences, having published policy contributions at Bruegel, World Economic Forum and at the OECD.
Recently Diogo co-ordinated an EU-OECD project in the area of regional innovation. The project resulted in the final publication “Broadening Innovation Policy: New insights for Regions and Cities”, in which Diogo authored four chapters. He has contributed to a benchmark assessment of the French programme “Le Programme d’investissements d’avenir” (PIA) and the German “Research for Sustainable Development framework programme” (FONA). As result of these assessments he co-authored an OECD policy paper on green innovation. He also contributed to the Global Science Forum project “Effective policies to foster transformative/high-risk research” as a bibliometrics and data science expert and worked on the project “New mission-oriented innovation policy” for the OECD Committee for Science and Technology Policy (CSTP).
Prior to joining Technopolis Group, Diogo worked as Economist/Policy Analyst at the OECD Science and Technology Policy division under leadership of Dominique Guellec. Previously Diogo worked in academia as Research Associate at the Economics department of the business school INSEAD and was a visiting researcher at the Munk School of Global Affairs and Public Policy of the University of Toronto. Diogo started his career at the think tank Bruegel in Brussels, working with Reinhilde Veugelers in the area of science and innovation policy in Europe.
Diogo completed his undergraduate studies in Economics at the University of Lisbon (Portugal) and graduate studies in Economics and Management at Nova SBE (Portugal) and Catholic University of Louvain (Belgium). He is fluent in English and Portuguese and has working knowledge of French and Spanish.
