Mónica Salazar has around 30 years of experience, specialised in design and evaluation of public policies and institutions of science, technology and innovation (STI). She has developed her career in a hybrid way, being a public official (national and international) and a researcher in Colombia and Canada. She has experience in science and innovation policy making and implementation; evaluation of programs and instruments for the promotion of STI; design, production and analysis of STI indicators; national and regional innovation systems; innovative clusters; institutional capacity building; social and inclusive innovation; and communication and appropriation of science and technology. In the development of research and consulting projects she has developed several skills in qualitative and quantitative research methods, such as in-depth, semi-structured and structured interviews, case studies, focus groups, surveys, and document analysis. Mónica has worked for Colombian and Latin American national and regional public-sector and non-for-profit institutions, multilateral agencies (i.e. Inter-American Development Bank) and universities. She was the executive director for almost seven years a non-profit organization dedicated to the research and production of indicators in CTI – the Colombian Observatory of Science and Technology.
