The Vienna office, founded in 2000, works closely with national, international and regional organisations in the fields of science, innovation and technology policy. The team has specialised skills and extensive experience in policy evaluation, both of programmes and institutions, as well as policy design and strategy development. In the last few years our work has lead us to adopt more and more of an institutional view, looking at governance issues in institutions and considering programmes in their institutional environments.

A specialisation in our work are the governance, management and strategy development of research organisations. This includes the facilitation of performance contracts drawn up between research organisations and their principals (e.g. ministries).

Part of our work also focuses on higher education, specialising in career paths of researchers, gender policies in higher education institutions, and funding of higher education institutions. For example, as part of the international audit of research, development and innovation in the Czech Republic, we evaluated the Czech performance-based research funding system.

Furthermore, we conduct policy studies and evaluations in the area of IPR, for clients such as the European Patent Office (EPO) and the World Intellectual Property Organization (WIPO), the European Commission and the European Parliament. For example, our team has evaluated the IPR strategy of the Knowledge and Innovation Communties (KICs) for the European Commission.

Recent examples of evaluations include the evaluation of the Austrian life sciences programme Gen-au, the evaluation of the RTI strategy of the City of Vienna and the evaluation of the International Research Training Groups of the German Research Council DFG.

A considerable share of our work is carried out for clients in Austria and the neighbouring countries, in particular Germany, Switzerland, the Autonomous Province Alto Adige / South Tyrol, the Czech Republic, Croatia and Romania. Our clients are ministries, regions, cities and agencies such research councils and innovation agencies. The office also has long-standing partnerships with international organisations such as the European Commission, the European Parliament, the European Patent Office (EPO) and World Intellectual Property Organization (WIPO).
