Yesterday, two Technopolitans shared their expertise at the Energy Evaluation Europe Conference. This year’s conference was held around the topic Accelerating the energy transition for all: Evaluation’s role in effective policy making. Our green economy experts Gaëtan Coatanroch and Andraes Ligtvoet contributed to central themes of this year’s event: evaluation of innovation programmes and policies.

The conference provided an opportunity for energy policy makers and program managers, evaluators, academics and energy professionals to come together to share their experience and work together to address common issues and concerns. The conference provided discussions about non-energy impacts and the possible synergies between energy efficiency and other fields, especially in the framework of the UN Sustainable Development Goals.

Gaëtan Coatanroch contributed to the session ‘Evaluating complex energy innovation programmes: Insights from practice session’, along with a panel of experts. He provide a review of the experience of Technopolis Group in supporting the French Banque des Territoires (a Caisse des Dépôts et Consignations subsidiary) to carry out the ex post evaluation of an innovation program of €665m dedicated to the « City of tomorrow » according to a self-assessment methodology. Andreas Ligtvoet discussed shifting governance roles to reach long-term energy transition goals during a session on innovation policies. The complexity of the energy transition calls for tackling challenges of building and coordinating, innovating and experimenting, at the lowest possible organisational scale. The information needed to make relevant decisions requires detailed knowledge of local supply and demand, ideosyncrasies and specificities. Therefore, it makes sense that for governmental involvement in the energy transition municipalities should be the appointed level of government at which initiatives are initiated and supported.
