Offices: Netherlands

Stijn Zegel works as a Senior Consultant at Technopolis Group in Amsterdam. Stijn focuses on science, innovation and SME policy, with specific attention for the knowledge economy and entrepreneurship policies. He contributes frequently to complex evaluations, strategic studies, large scale implementation projects and other studies. Methodologies that he frequently applies are interviews, surveys, (big) data/statistical analyses, workshops and data visualisation. He has been actively working on projects on regional, national and international level.

At EU level, Stijn recently worked on large complex evaluations for the European Commission like the evaluation of the COSME programme and the impact evaluation of the Enterprise Europe Network. In these evaluation studies, Stijn took the lead in the evaluation of the strategic objective ‘Access to markets’ and managed the data gathering and analyses for a large number of national/regional support agencies and SMEs across the EU and beyond. In addition, he also leads an implementation project on SME innovation in emerging economies for EASME and was involved in a study on servitisation in SMEs for the European Commission.

At national level, Stijn has also worked on many assignments, most predominantly in the Netherlands and Flanders (BE). He recently was involved in the evaluations of the Dutch Innovation Credit, Dutch Intellectual Property Rights policy and national co-funding of EFRO projects. Other examples are the study on barriers to grow for academic start-ups or the study on the effects of Dutch spatial economic policy in the regions. At regional level, examples of projects are the evaluation of the Economic Programme Brabant (NL) or setting up a monitoring and evaluation strategy for the Knowledge Axis Limburg. Stijn also holds the framework contract with the Flemish Agency Innovation & Entrepreneurship, from which a study was performed recently on the protein transition in Flanders and an evaluation plan was set up for the impact analysis of support for research, development and innovation.

Prior to joining Technopolis Group, Stijn studied Innovation Sciences at Eindhoven University of Technology (TU/e), during which he studied technological innovations in both the private and public sector from a policy perspective. From his specialisation in energy technology, he developed a solid understanding of social, economic and environmental challenges. He has also familiarised himself with the interaction between economic and social interests, that come along with technological development. During his master in the Netherlands and exchange semester in Göteborg, Sweden (2010), Stijn started to focus on the knowledge economy and entrepreneurship. He has covered topics like relocation of human capital, the creation of new business, tacit knowledge, finance and intellectual property. His focus on entrepreneurship has led to contacts with several start-ups and he has gained knowledge on the practical side of business and innovation.
