Stephan is a Partner Consultant at Technopolis Group, with 12 years of experience in public policy evaluation and impact assessment with a focus on research and innovation, entrepreneurship and access to finance, digital technologies and transformation, and international cooperation. Stephan also has insights in industrial policy, regional and cohesion policy, justice and home affairs, international trade, education and cultural policy, and employment policy. He has managed and contributed to many assignments for international, European and national public bodies, with a focus on projects for the European Commission, covering all EU Member States. This often entailed coordinating networks of EU27 country researchers and multi-organisational teams of more than ten people. He has successfully applied a range of qualitative and quantitative methods such as interviews, surveys, focus groups, case studies, desk research, literature reviews, and statistical and cost-benefit analysis.  

Currently, Stephan is a key expert in a study for DG RTD on the contribution of Horizon 2020 and Horizon Europe to the digital and industrial transformation of Europe, where he leads on the cross-cutting area of the Internet of Things. Stephan also covers analysis and indicator development on the social and proximity economy in a study for DG GROW on industrial pathways to the green and digital transition. In recent years, Stephan co-managed the impact assessment for the Horizon Europe Institutionalised Partnership ‘Eurostars’ supporting SME internationalisation. He was also involved in an ongoing study for the EIB Group evaluating their equity support to SMEs.

At the national level, Stephan manages a study for the German Ministry of Research and Education on the role of data trusts in facilitating data-sharing and innovation in research and the private sector. He also manages a strategic evaluation of the German Society for International Cooperation’s (GIZ) cooperation with the science community.

In the past, Stephan also managed the interim evaluation of Horizon 2020’s Financial Instruments – the InnovFin programme, for DG RTD, and was involved in a feasibility study to set up the Venture EU fund-of-funds scheme to support European venture capital investments.  

Stephan holds a MSc in International Political Economy from the London School of Economics and Political Science, and a B.A. in Political Science from the Free University of Berlin. He is fluent in German, English, and advanced in Spanish.
