Jan Stede is Principal Consultant in the Berlin office of the Technopolis Group, leading the Green Economy & Climate field of Technopolis Germany and working as scientific advisor for the German government’s Council of Experts on Climate Change. He is an experienced project manager with more than eight years of professional experience as an applied empirical economist in research and policy consulting on EU and national energy and climate policies. In addition to his strong analytical skills, he applies statistical and econometric methods, conducts expert interviews, and designs and analyses surveys.

Jan has managed and delivered numerous projects for EU and national public sector clients. His current work includes an exploratory study for DG CLIMA on the future of the EU Emissions Trading System (EU ETS) together with PIK and E3-Modelling (exploring challenges and policy options for market stability, carbon dioxide removal (CDR), distributional issues and other topics), an ex-ante analysis of innovative policies to support low-carbon intermodal mobility solutions for passenger transport and freight for DG CLIMA, an evaluation for the German Federal Ministry for Economic Affairs and Climate Action on the national multi-billion support scheme for the uptake of e-mobility (Umweltbonus), as well as a metastudy on the sustainability effects of digitalisation for the German Federal Ministry of Education and Research.
Notable previous projects include the lead study on the possibility to set up a carbon border adjustment mechanism (CBAM) for DG TAXUD, a study on cost of carbon estimates and their role in policy development for DG CLIMA, a study on options for a per-capita rebate of revenues from CO2 pricing for the German Federal Ministry of Finance (BMF), as well as studies on the market uptake of sustainable aviation fuels (SAF).

Before joining Technopolis, Jan worked as Senior Research Associate in the Climate Policy department of the applied economics research institute DIW Berlin. He holds a PhD in Economics from the DIW Graduate Center and TU Berlin and has published academic articles in leading international peer-reviewed journals (e.g. Ecological Economics, Energy Policy, Journal of Sustainable Finance & Investment), as well as EU and national reports and policy briefings.

Jan studied Industrial and Network Economics at the TU Berlin and the University of Naples Federico II, and Economics at the University of Cologne. Jan’s areas of expertise include energy and climate policies, emissions trading systems, electricity markets and renewable energy, low-carbon transport, energy efficiency in industry and buildings, sustainable finance, and the social impacts of the energy transition. He is fluent in German, English and Italian.
