Soheir Dani is a Principal Consultant at Technopolis Group. For the last 15 years she has been providing policy advice, evaluation and research services to the public sector in the field of science & technology, higher education and economic development policies.  

Soheir has evaluated major policies contributing to the economic competitiveness of France such as the evaluation of the French Competitiveness Poles (innovation clusters) for the French Ministry of Economy in 2016 and 2012, and the evaluation of the “young innovative business” scheme for the Ministry of Higher Education and Research in 2006.  

In the last years Soheir’s work has concentrated on evaluating international development programmes and policies in MENA and African countries, in particular in the areas of higher education, research and global health. She is currently leading an evaluation of the French cooperation actions targeting Youth in the MENA region. Soheir is also supporting the World Bank and the Inter-University Council for East Africa in verifying disbursement-linked performance indicators for 24 African Centres of Excellence (ACES) in East Africa. In 2018 she provided technical and strategic advise to Tunisia in the framework of its association to the H2020 Programme through the strengthening of its H2020 point of contact network. In 2017 she managed the evaluation of UNESCO’s work in capacity building in basic sciences and engineering with a focus on field activities in Egypt and Cameroon. Soheir also managed several studies for the African Institute for Mathematical Sciences (AIMS) including the definition and collection of baseline M&E indicators for their skills for employability program, MOOC, and entrepreneurship program.   

Soheir has also conducted a number of projects on global health issues. She is currently assessing NOW-WOTRO’s sexual reproductive health rights research programme. In 2018 she was part of the team evaluating the French MUSKOKA Fund supporting sexual, reproductive, maternal, newborn, and child health. In 2017 she was involved in the evaluation of a portfolio of operational research projects in Africa and Asia funded through France’s 5% Initiative, a mechanism that provides technical assistance (TA) to Global Fund grant recipients. In 2016 she was involved in the Evaluation of the impact of EU Research Framework Programmes on poverty related and neglected diseases. In 2014 she took part in the evaluation of EDCTP’s first programme. 

Soheir conducts studies and evaluations through desk research, interviews, focus groups and workshops, case studies, surveys, report writing as well as project and team management. She deals with projects ranging from the definition of strategic plans to ex-post evaluations using a mix of quantitative and qualitative research methods. 

She lived and/or worked in several countries including Algeria (7 years), Belgium (4 years), Burkina Faso, Cameroun, the Comoros Islands, the Democratic Republic of Congo (6 months), Egypt, France (15 years), Ghana, Ivory Coast, Jordan, Kenya, Laos, Lebanon, Luxembourg, Mexico (2 years), Morocco, the Netherlands, Niger, Nigeria, Senegal, South Africa, Tunisia (4 months), the Republic of Congo, Rwanda, the United Kingdom (8 years), the United States of America (4 years), Zambia. 

Before joining Technopolis Group, Soheir worked for UNESCO’s Internal Oversight Service – Evaluation section (2004-2005). Soheir holds a post-graduate degree in international economics from the Sorbonne University. She is fluent in French and English and has a good knowledge of Arabic.
