Gonzalo Castellanos is a senior consultant at Technopolis Group Colombia. He has accumulated experience in science, technology, and innovation (STI) policies, with a particular interest in designing and evaluating strategies to strengthen dynamic entrepreneurship ecosystems in Latin America and the Caribbean.

Over the past five years, Gonzalo has been assigned to more than 11 projects, spanning:

• Large-scale institutional and program evaluations for international development finance organisations, including the Inter-American Development Bank, CARICOM, Caribbean Development Bank, and the Royal Academy of Engineering.

• Research studies to assess the state of the ICT sector In CARICOM countries, identify gender gaps in the knowledge-intensive service sector in Colombia, and map entrepreneurship ecosystems in Chile for CORFO.

• Supporting government agencies in LAC to increase regional and international collaboration (especially with the European Union) in regional development, R&D funding, and digital transition.

• Formulating public policies and roadmaps to foster innovation in SMEs and clusters in Colombia and Chile.

Gonzalo’s contributions as a consultant derive from the rigorous application of quantitative and qualitative research tools such as case studies, desk research, interviews, statistical analysis, and social network analysis.

With a multidisciplinary professional background, Gonzalo has founded digital startups and provided guidance to corporations undergoing digital transformation. His experience extends to working within subnational governments in Bolivia, where he led the development of business accelerators, seed funds, and other policy initiatives to foster dynamic entrepreneurship.

An economist by training, Gonzalo holds an MSc in Innovation Management from the University of Manchester (UK) and is in the process of obtaining a second master’s title in Artificial Intelligence for Public Service (AI4GOV) from the Polytechnic Universities of Madrid and Milan (Joint program). He also received executive training in leadership and competitiveness from Georgetown University (USA). Fluent in both Spanish and English, Gonzalo combines linguistic proficiency with a wealth of experience to drive impactful outcomes in the realms of dynamic entrepreneurship and innovation policy.
