Evaluating the economic and social impacts of cycling infrastructure: considerations for an evaluation framework

This report presents the results of a study to research the options for robustly evaluating the economic and social impacts of investments in new or improved cycling infrastructure, in a mixture of different types of urban and rural areas. The report includes an overview of cross-cutting evaluation issues, the challenges associated with achieving attribution and with measuring net impact, ways to define and select treatment areas and comparison areas. Options are presented to capture the following types of impact: expansion of the local economy, better cities and neighborhoods, decongestion and improved connectivity, social inclusion, the cycling economy, health impacts, air quality, and absenteeism. The report concludes with a range of design and cost options and links cost scenarios to each type of impact.
