Florian Berger

Florian Berger has expertise in STI policy analysis in several sectors of the innovation system. He has conducted research on human capital aspects of innovation, specifically in the area of higher education policy. Furthermore, he has worked on regulatory aspects of innovation such as R&D policy, Intellectual Property Rights, and standardisation/conformity assessment. He has excellent skills in quantitative data analysis including multivariate methods, but also in qualitative approaches such as expert interviews or case studies.

He has worked on projects for the European Commission, the German Ministries of Economics and Technology as well as Education and Research and other science policy institutions such as the German Research Foundation.

Current assignments include leading a European-wide mapping study on instruments measuring efficiency and effectiveness of investments in education in the 28 European Member States. In the science and higher education sector he has recently been working on a monitoring study of the BMBF programme “Research at Universities of Applied Sciences”. Furthermore, he was recently involved in an evaluation of a European IP support programme for SMEs.

In the recent past he has also worked on an evaluation of the funding programme “International Research Training Groups” of Deutsche Forschungsgemeinschaft and contributed to studies on the EU education policy initiatives EQF (European Qualification Framework) and EQAVET (European Quality Assurance in Vocational Education and Training). He also recently worked on a study and the organisation of a series of workshop on new technology acceptance in the German society, an analysis of service standards in Germany and a study on the accreditation system in Germany.

Florian Berger holds a doctorate degree from Technische Universität Berlin, where he worked at the Chair for Innovation Economics from 2008 to 2010. Prior to joining Technopolis, he worked at Stifterverband für die Deutsche Wissenschaft, a major funding organisation in the German higher education sector, where he conducted different studies on the German university system. Apart from his project reports, Florian has published in important journals in the field of STI policy such as Research Policy, Journal of Technology Transfer and Journal of Economics and Statistics. He is fluent in German and English, has advanced knowledge of Spanish and basic knowledge of French.
