Isabelle Collins
The majority of Isabelle's experience is in European and UK Public Policy work in the field of evaluation, organisational structures and reform, information society and regional development and business support. This includes evaluation, research, and project management.
Isabelle has specific expertise in the area of evaluation and programme management. She has undertaken a number of studies recently for the European Commission on issues related to their implementation mechanisms looking at systems and programme design. She is currently working on an Impact Assessment of the IST programme covering the 5th and 6th Framework Programmes on RTD, and is supporting the interim evaluation of the 7th Framework programme in Information and Communication Technologies. She has recently completed a study on the Impact of the new Instruments introduced in the 6th Framework Programme. She recently completed a study on the Enterprise and Innovation Programme looking at the EU business support networks, and has recently completed studies on SMEs and public procurement across the EU and on communicating policy to SMEs in Europe. She has also recently completed the evaluation of the European Environment Agency. Isabelle also facilitates training courses in evaluation for the European Commission and for other public sector bodies. She manages two framework contracts for Evaluation for the EU on behalf of Technopolis, covering Enterprise and Industry issues and Higher Education.
Isabelle joined Technopolis in April 2002 from Deloitte & Touche, Brussels where she was a senior manager. She is British and was born in 1956. She holds an MBA from the University of Warwick, a Postgraduate Certificate in Education from the University of London and a BSc (Hons) in Estate Management from the University of Reading. She is a Fellow of the Royal Society for the encouragement of Arts, Manufactures & Commerce.
She is bilingual (English and French).
